Manager, Infrastructure Development and Management

Position Overview

The Manager, Infrastructure Development is responsible for overseeing the design, installation, and maintenance of systems and infrastructure across all campuses of the Public Service Academy (PSA). This role is pivotal in enhancing the overall learning environment by leading the establishment of infrastructural needs, spearheading architectural transformations, and ensuring that facilities meet current and future educational demands. The Manager will initiate resource mobilization efforts through the development of concept papers and will collaborate with government departments and agencies to implement infrastructural development initiatives. Key responsibilities include coordinating infrastructure-related reporting, participating in budget estimation, and supervising ongoing development projects. The Manager will also conduct research on modern infrastructure technologies, facilitate regular inspections to ensure optimal conditions, and maintain a comprehensive knowledge database of PSA properties.

Responsibilities

Lead the establishment and consolidation of infrastructural needs and requirements for all PSA campuses.
Spearhead the transformation of infrastructure architecture at all PSA campuses to meet current and future needs.
Initiate the development of concept papers for resource mobilization from development partners and other stakeholders.
Liaise with relevant government departments and agencies on the implementation of infrastructural development initiatives at all PSA campuses.
Coordinate the timely compilation of infrastructure-related reports for the PSA.
Participate in crafting the infrastructure budget estimates for the PSA.
Supervise infrastructure development projects running at PSA campuses in liaison with relevant departments and agencies.
Manage the development, maintenance, and repair of infrastructure-related properties at all PSA campuses.
Conduct research on modern infrastructure technologies for installation or implementation at Public Service Institutes.
Facilitate regular inspections of infrastructure and related services at all institutes to ensure they are in good condition.
Maintain a consolidated and updated knowledge database of PSA property.
Supervise and conduct performance appraisals and reviews in accordance with the current Integrated Results Based Management System for members in the unit.

Qualifications

A Degree in Real Estate Management, Rural and Urban Planning, or Public/Business Administration.
A relevant postgraduate qualification in Real Estate Management or Project Management is a must.
A minimum of six (6) years of relevant experience in infrastructure management issues, administration, or a related field.

Project management skills, including strategy development, effective planning, and delivering to target and budget.
Ability to develop and review proposals for potential development partners.
Ability to effectively manage a variety of projects simultaneously.
Strong interpersonal, networking, and facilitation skills, including the ability to create and maintain effective working relationships with a diverse range of people.
Proficient in word processing, spreadsheets, and databases, preferably in a Windows environment.
Ability to deliver high-quality work under pressure.
