Deputy Director, Public Health
Position Overview
The post of Deputy Director, Public Health contributes to the formulation, implementation and review of policies, regulations and guidelines on veterinary public health in line with the Ministry’s Strategic Plan.
Responsibilities
Contribute to the formulation, implementation and review of policies, regulations and guidelines on veterinary public health in line with the Ministry’s Strategic Plan
Manage veterinary public health quality assurance schemes and advisory services in accordance with the International Food Code
Monitor adherence to laws and standards governing animal and veterinary public health
Develop and enforce systems at ports of entry to enhance compliance with animal welfare and internationally recognized standards, codes of practice, guidelines, and other recommendations relating to veterinary public health
Coordinate advocacy and stakeholder engagement programmes with relevant public health entities and professionals
Design or use surveillance tools, such as screening, lab reports, and vital records, to identify animal health risks
Implement protocols for the regulation of trade in animals and animal based products referenced on international standards
Generate new knowledge and technologies in animal and public health through research
Provide technical input into the procurement of equipment, services and materials for public health programmes in the Ministry
Participate in the development of budgets and funding strategies for public health programmes in the Ministry
Coordinate the management of a database on public health programmes in the Ministry and the preparation of reports
Supervise, coach and counsel subordinates.
Qualifications
A degree in Veterinary Science, Animal Health Science or equivalent
A Master’s degree in any of the above fields is an added advantage
A minimum of six (6) years experience in the Veterinary Public Health Officer or equivalent grade
Certification/accreditation to a professional body is a must
Skills
Knowledge of the policy and regulatory frameworks for animal health
A thorough understanding of National Development policies, priorities and goals
Ability to communicate and network with a broad spectrum of stakeholders
Ability to employ information communication technology in the development and management of animal health systems
