Deputy Director, Development Planning

Position Overview

Participate in the development of Key National Priorities, National Development Clusters/Sectors and Prioritised National Programmes; Work in collaboration with the Ministry of Finance, Economic Development, and Investment Promotion to ensure that Program-Based Budgeting is entrenched in the National Development Planning frameworks; Participate in the development of indicative sectoral goals/targets guided by medium-term plans, informed by macro-economic indicators’ trends, and the investment climate; Craft National Development Planning Frameworks as part of the implementation of Vision 2030; Participate in the development of Sub-National Plans at Provincial, District and Local Authority levels working in collaboration with the government Ministries, Departments, Agencies and other stakeholders as part of the Devolution Programme.

Responsibilities

Participate in the development of Key National Priorities, National Development Clusters/Sectors and Prioritised National Programmes
Work in collaboration with the Ministry of Finance, Economic Development, and Investment Promotion to ensure that Program-Based Budgeting is entrenched in the National Development Planning frameworks
Participate in the development of indicative sectoral goals/targets guided by medium-term plans, informed by macro-economic indicators’ trends, and the investment climate
Craft National Development Planning Frameworks as part of the implementation of Vision 2030
Participate in the development of Sub-National Plans at Provincial, District and Local Authority levels working in collaboration with the government Ministries, Departments, Agencies and other stakeholders as part of the Devolution Programme
Conduct periodic evaluations of the macroeconomic development frameworks to ensure that their implementation is in sync with the targets set out in Vision 2030
Conduct research to improve development planning in Zimbabwe
Organise high-level meetings for the Department and provide secretariat services
Produce monthly reports.

Qualifications

A first degree in Social Sciences, preferably in Economics, Public Policy/Administration, Development Planning or equivalent
A Master’s Degree in the fields mentioned above would be an added advantage
At least six (6) years of experience in the Officer or equivalent grade in the Public Service.

Skills

Knowledge and experience in Development Planning and Coordination
Strong analytical skills in the development and planning context as it relates to policies, programs and projects
Research and report writing skills
Self-starter, Action and Results Oriented
Must be mature and able to handle confidential Information
Ability to employ information communication technology in development planning and devolution programmes and related decision areas.
