Provincial Roads Engineer (Deputy Director)

Position Overview

Participate in the formulation, implementation and review of policies, regulations, standards, procedures and strategies for the Roads Department in line with the Ministry’s mandate, strategic plan as well as national development imperatives; Provide technical expertise and management of roads and bridges construction and maintenance projects in the Province; Oversee the management of roads and bridges construction and maintenance programs and projects in the Province; Draw short and long term roads and bridges construction and maintenance plans and programmes for the Province; Liaise with stakeholders and partners like ZINARA and other Road Authorities on the maintenance and construction of roads and bridges in the Province.

Responsibilities

Participate in the formulation, implementation and review of policies, regulations, standards, procedures and strategies for the Roads Department in line with the Ministry’s mandate, strategic plan as well as national development imperatives
Provide technical expertise and management of roads and bridges construction and maintenance projects in the Province
Oversee the management of roads and bridges construction and maintenance programs and projects in the Province
Draw short and long term roads and bridges construction and maintenance plans and programmes for the Province
Liaise with stakeholders and partners like ZINARA and other Road Authorities on the maintenance and construction of roads and bridges in the Province
Produce regular update reports on the progress of various roads and bridges construction and maintenance projects being carried out in the Province
Provide input in the procurement of goods and services required for the department in the Province
Prepare annual budget estimates and long-term financial forecasts on roads and bridges construction and maintenance programs and projects in the Province
Manage human, financial and material resources allocated to the Province

Qualifications

A Bachelor’s Degree in Civil, Structural Engineering or equivalent
Possession of a Master’s degree in the above mentioned field(s) is an added advantage
A minimum of 6 years experience in the Engineer grade or equivalent
Registration with the Zimbabwe Institute of Engineers is a must

Skills

Knowledge of safety practices, methods, techniques and equipment used in road and bridges construction and maintenance
Ability to learn and interpret the local laws, rules, and regulations relating to road and bridges construction work
Be prepared to travel widely within the Province
Ability to work under pressure
Excellent organizing skills
Possess an analytical mind
Possess good leadership qualities
Ability to employ ICTs in roads and bridges construction and maintenance projects and programmes.
