Director, Land Development and Administration

Responsibilities

• Superintend over the formulation, implementation and review of land management and administration policies, regulations, legislation and strategies in line with the Ministry’s strategic plan and national development imperatives
• Recommend the acquisition of land for resettlement, urban expansion and other uses
• Develop systems for the implementation of gender and social inclusivity policies, programmes and projects in lands management and administration
• Coordinate and recommend for approval, the demarcation of farms for resettlement as well as settler selection and placement
• Provide for stakeholder involvement in Rural Development programmes through liaison forums and the establishment of relevant networks
• Oversee the issuance of permits for cultivation and grazing on rural land
• Monitor adherence of settlers and related stakeholders to regulations and legislation relating to Rural Land Management and Administration
• Oversee the resolution of land disputes and irregular land use planning and demarcation of acquired land
• Superintend over the development and establishment of a comprehensive and reliable central repositioning for Land Information Management in the Ministry
• Superintend over the valuation of immovable farm properties in the country
• Liaise with Local Authorities, relevant Ministries and other stakeholders in the development and administration of land
• Coordinate the production of Rural Land Resettlement Status Reports on settler placement, grazing programmes, cropping programmes and plot take-ups
• Oversee the development of the budgets and funding strategies for land administration and management and ensure transparency in its utilization
• Coordinate the collection of land and other rural assets revenue from farmers and tenants
• Supervise, counsel and coach subordinates
