Director, Heavy Industry

Position Overview

Contribute to the formulation of policies and regulations on industrial development in line with the Ministry’s strategic plan and national development goals; Coordinate the implementation and promotion of sector-specific industrial development strategies across heavy industry sub-sectors; Collaborate with the private sector and other stakeholders to enhance the competitiveness of local products and services in regional and international markets.

Responsibilities

Contribute to the formulation of policies and regulations on industrial development in line with the Ministry’s strategic plan and national development goals.
Coordinate the implementation and promotion of sector-specific industrial development strategies across heavy industry sub-sectors.
Collaborate with the private sector and other stakeholders to enhance the competitiveness of local products and services in regional and international markets.
Promote value addition and import substitution within the heavy industry sector, driving downstream activities and domestic capabilities.
Lead in the mobilization of resources to promote the heavy industry sector.
Develop initiatives for enterprise development, revival of ailing companies in the heavy industries subsector, and sustainability / sound viability of the sector.
Collaborate with relevant government line ministries, departments, and non-state actors to develop strategies and plans for both heavy industries.
Develop, maintain, and manage an industrial development database, including opportunities, projects, and programmes relevant to the heavy industry.
Represent the Ministry at national fora and international platforms on industrial development issues relevant to the heavy industry sectors.
Promote sector competitiveness and contribute to green industry initiatives where applicable.
Produce regular Manufacturing Reviews and State of Industry Reports to inform policy and stakeholder decisions.

Qualifications

A Bachelor's degree in Economics, Business Management, Business Administration, Business Studies, Commerce, or equivalent.
A relevant Master's degree is an added advantage.
A minimum of eight (8) years relevant experience, of which two (2) must be in the Deputy Director grade or equivalent.

Skills

Sound knowledge and understanding of industrial development and value chain dynamics.
Verifiable experience in Economics and Research work.
Sound knowledge of current National Economic Development Policies, Programmes and Priorities.
Experience in the Light and Heavy Industry sectors is a prerequisite.
Ability to relate professionally at the highest levels in industry, Government, and international fora.
Prepared to travel within the country and internationally.
Good oral and written communication with a broad spectrum of stakeholders.
Ability to employ information communication technology in the development, monitoring, and evaluation of industrial development policies and strategies.
