Director, Labour Economics

Position Overview

Participate in the formulation, implementation and review of labour policies and strategies in line with the Ministry’s strategic plan as well as national development aspirations; Lead research into the labour market and generate information on labour supply demographic and economic information on labour, employment and unemployment; Identify emerging labour market issues and policies that require research and/or review

Responsibilities

Participate in the formulation, implementation and review of labour policies and strategies in line with the Ministry’s strategic plan as well as national development aspirations
Lead research into the labour market and generate information on labour supply demographic and economic information on labour, employment and unemployment
Identify emerging labour market issues and policies that require research and/or review
Manage and coordinate research on behalf of the Ministry’s Departments
Oversee the transference of skills by expatriates to locals in the labour market
Manage the conduct of labour market surveys
Spearhead the development of systems to monitor the processing of temporary employment permit applications for expatriates
Produce the annual report on the State of Employment in the country
Superintend over the development and updating of the labour market information system
Supervise, coach and counsel subordinates

Qualifications

A first degree in Economics or a relevant Social Science degree with a bias towards Labour Research and Economics
A relevant Master’s and or a post-graduate qualification will be a distinct advantage
At least eight (8) years relevant experience, of which two (2) must be in the Deputy Director grade or equivalent

Skills

Research and analytical skills
Be mature and have the ability to communicate at all levels
A thorough knowledge of Local and International Labour Laws
Ability to handle confidential information
Ability to use ICTs in the design and management of labour research and economics programmes/projects and related decision areas
