Deputy Director, Human Resources

Responsibilities

• Recommend the review of human capital development and management policies, strategies and regulations for the Department to the Director
• Manage the implementation of human capital development and management policies, strategies and regulations for the Department
• Conduct research and innovate on the modern human resource management and development trends with a view to keep abreast with best practices in human capital development and management
• Participate in the identification, development, management, nurturing and placement of fit for purpose human resources in all job categories in the Ministry
• Monitor the future forecasting and predictive analytics for the Ministry’s human capital needs in line with the national imperatives or agenda for the purposes of talent management (talent acquisition, talent mobility and succession planning)
• Chair recruitment interviews for lower levels and recommend the appointment of suitable candidates to the Director
• Monitor the Employment Cost Vote for the Ministry and produce periodic reports for the Director
• Ensure adherence by the Ministry to existing Public Service Human Resources Policies and Regulations and Procedures
• Participate in the identification of suitable Public Service Members within the Ministry for deployment into positions allocated to Zimbabwe in Regional and International Organizations
• Monitor the development, implementation and management of the Human Resources Development Plan for the Ministry
• Monitor the implementation and review of the Performance Management System in the Ministry
• Propose appropriate staff establishments/manning levels for the Ministry to the Director for consideration by the Public Service Commission
