Chief Director, International Cooperation, Tax and Financial Sector Policy

Responsibilities

• Superintend over the formulation, implementation and review of policies, strategies, guidelines and regulations on international cooperation, tax and financial sector in line with the Ministry’s strategic plan and national development imperatives
• Superintend over the implementation of the National Financial Inclusion strategy
• Coordinate the mobilization of domestic financial resources from the bank and non-banking sectors through raising treasury bills, stocks, bonds and lines of credit
• Provide oversight of the Central Bank and regulatory oversight on the banking sector (commercial and merchant banks, building societies, discount houses and micro finance institutions) as well as insurance companies, pension’s funds, Deposit Protection Corporation and the securities sector
• Develop frameworks for the coordination of Anti-Money Laundering and Counter Financing of Terrorism policy developments in line with Financial Action Task Force (FATF) and the Eastern and Southern Africa Anti-Money Laundering Group (ESAAMLG)
• Spearhead the mobilization of international finance and technical resources through negotiation and conclusion of grants, economic and technical agreements with bilateral and financial institutions to finance development programmes
• Oversee the compilation and analysis of official aid inflows (Aid Bulletin) into the country for macroeconomic policy formulation
• Analyze policy documents from development partners, regional and international financial institutions, where Zimbabwe is a member state, and make appropriate recommendations
• Oversee the drafting and enactment of principal and subsidiary tax legislation as well as ratification of international tax treaties
• Collaborate with the Attorney General’s Office in pursuit of legal advice and approvals on issues related to international financial agreements, memoranda of agreements, letter of agreement and exchange
• Oversee the preparation and review of memoranda of principles and draft technical economic cooperation agreements for approval by Public Agreements Advisory Committee (PAAC), Cabinet Committee on Legislation (CCL) and Cabinet
• Supervise, coach and counsel subordinates.
