Deputy Director, Disability Affairs

Position Overview

Participate in the development, review and implementation of policies, strategies, procedures and programmes on the welfare of persons with disabilities and ensure that they are in sync with the Ministry’s Strategic Plan and national development goals and aspirations; Manage the collection and collation of demographic data on persons with disabilities in Zimbabwe; Liaise and collaborate with other Government Ministries, International NGOs, Private Organisations, Disabled People’s Organisation (DPOs), Community Based Rehabilitation Centres (CBREs) and other Development Agencies in assessing conditions affecting persons with disabilities

Responsibilities

Participate in the development, review and implementation of policies, strategies, procedures and programmes on the welfare of persons with disabilities and ensure that they are in sync with the Ministry’s Strategic Plan and national development goals and aspirations
Manage the collection and collation of demographic data on persons with disabilities in Zimbabwe
Liaise and collaborate with other Government Ministries, International NGOs, Private Organisations, Disabled People’s Organisation (DPOs), Community Based Rehabilitation Centres (CBREs) and other Development Agencies in assessing conditions affecting persons with disabilities
Coordinate research on disability to offer provision for rehabilitation and prevention
Advocate for the Rights of Persons with Disability
Facilitate payment of tuition fees for Vocational Training for Persons with Disabilities through the Disability Revolving Loan Facility as well as provide funds to clients wishing to pursue viable income generating projects
Supervise inspections of public utilities for accessibility and any public discrimination against persons with disabilities
Monitor and evaluate the effectiveness of the National disability policies and programmes
Facilitate the rehabilitation of persons with disabilities through administration of Educational, Vocational and Counselling programmes
Facilitate the provision of assistive technologies such as wheelchairs, crutches, lotions and spectacles, amongst others to persons with disabilities
Supervise, coach and counsel subordinates.

Qualifications

A Degree in Social Work, Psychology, Sociology or equivalent
A Master’s Degree in any of the above fields is an added advantage
Registration with the Council of Social Workers is a distinct advantage
A minimum of 6 years experience at Social Development Officer level or equivalent
Thorough understanding of National and International Regulations on persons with disabilities

Ability to use ICTs in the design and management of disability programmes/projects and related decision areas.
