Manager, Curriculum Development

Position Overview

The Public Service Commission presides over the planning and management of human capital for Line Ministries Departments and Agencies in order to facilitate the execution of their respective mandates. The Commission does this at both national and sub-national levels

Responsibilities

Lead in the development and implementation of high-quality curriculum aligning with industry standards and best practices
Collaborate with subject matter experts, instructional designers, and other stakeholders to identify learning objectives, develop content, and create assessment tools that effectively measure participants’ learning outcomes
Manage the development and maintenance of examination and assessment materials, including question banks, test forms, and grading rubrics
Ensure the accuracy, validity, and reliability of examinations and assessments through rigorous quality assurance processes
Analyze assessment data and generate insights to inform curriculum development, instruction, and assessment practices
Develop and implement policies, procedures, and guidelines for curriculum development, examination administration, and assessment practices
Oversee the work of curriculum developers, examination administrators, and other team members, providing guidance, feedback, and support as needed
Stay abreast of emerging trends and best practices in curriculum development, assessment design, and educational measurement
Build and maintain relationships with relevant partners, including accreditation and regulatory bodies, to ensure the curriculum and assessments are aligned with the government’s human capital needs and standards.

Qualifications

Bachelor's degree in Education, Curriculum Development or a related field
A Master's degree in any of the above is an added advantage.

Skills

A minimum of six (6) years of relevant professional experience at Officer Level
Knowledge of governance and ethical frameworks, Public Service Regulations, Procedures and Statutes
Excellent interpersonal skills, strong analytical and problem-solving skills, with the ability to assess needs and develop effective strategies
Fully conversant with standard software applications (Word, Excel, and PowerPoint)
Enterprise Resource Planning (ERP) proficiency
Good management and supervisory skills
Excellent communication skills, written and oral in English, and a good working knowledge of at least one local language.
