Role Overview
The Chief Director, Information Communication Technology (ICT), is a senior post reports to the Permanent Secretary and provides strategic leadership, policy direction, digital transformation oversight, advocacy, resource mobilization and overall stewardship of the Ministry's ICT infrastructure and digital ecosystem.
1. Spearhead the development and review of Information Communication Technology (ICT) policies aligned to the Ministry’s strategy and national development imperatives. 2. Oversee the development of regulatory frameworks on spatial data governance, land information management, confidentiality of land records, and standards for e-cadastre operations. 3. Oversee the alignment of the Ministry’s digital objectives with broader developmental priorities, including land management modernization and rural development outcomes supported through GIS-based decision-making. 4. Superintend over the development of robust, resilient, and cost-effective ICT infrastructure ensuring readiness for GIS. hosting, geospatial processing, secure storage of cadastral datasets, and availability e-cadastre services.
5. Superintend over the maintenance and monitoring of the Local Area Network/ Wide Area Network (LAN/WAN) infrastructure, internet, switches and routers. 6. Spearhead the development of data management and disaster recovery frameworks, including backup, recovery, and continuity for digitised maps, geospatial databases, and e-cadastre systems. 7. Institutionalize cyber security standards for the Ministry, ensuring protection of sensitive land records and spatial information, including secure access, authentication, encryption, and audit controls. 8. Lead in the design of network infrastructure, network installations and configurations of computer hardware operating systems to ensure secure and stable environments for GIS platforms, land record digitisation tools, and e-cadastre applications.9. Promote use of emerging technologies such as Artificial Intelligence in the Ministry, including AI-enabled support for map digitisation acceleration, automated data quality checks, and anomaly detection in spatial datasets.
10. Provide ICT digital transformation and modernization solutions and responses to Ministry’s operational process challenges.11. Lead in the digitisation of maps and modernization of GIS and e-cadastre systems
Requirements & Qualifications
- A minimum of a Master's degree in Information Technology, Computer Science or equivalent.
- Certification/membership with a professional body is a pre-requisite.
- At least ten (10) years experience in ICT management and policy development, of which two (2) years must be at Director Level or equivalent.
- Strong knowledge of ICT infrastructure, applications development, and telecommunications.
- Familiarity with legal and regulatory frameworks related to ICT, telecommunications, postal, and courier services.
- Proven leadership and strategic planning abilities.
- Excellent communication and collaboration skills.
- Strong analytical and problem-solving capabilities.
- Knowledge of international standards and best practices in ICT.
- Understanding of e-waste management and environmental sustainability.

- Ability to foster innovation and drive change in the ICT sector.
