Deputy Director, systems Integration and Digital Services

Role Overview

1. Contribute to the formulation, implementation and review of Information and Communication Technology(ICT) policies and strategies in line with the Ministry’s mandate and national development imperatives. 2. Manage the design, implementation, and harmonization of digital platforms and internal technology networks. 3. Coordinate the transition from manual, paper-based operations to digital public services and automated internal workflows. 4. Recommend ICT operational procedures, programs, and guidelines in line with national development targets and global technology trends. 5. Oversee maintenance, scheduled upgrades, and performance audits of local and wide-area networks, servers, and data repositories. 6. Implement logical and physical security controls (such as user profiling, encryption, and access management) alongside disaster recovery and backup systems. 7. Coordinate prompt technical troubleshooting for operational challenges and conduct digital skills training for Ministry staff. 8. Supervise, coach and counsel subordinates.

Requirements & Qualifications

  • A bachelor’s degree in Computer Engineering, Network Engineering, Computer Science, Business Management and Information Technology, Information Systems or equivalent.
  • A relevant Master’s degree in the above mentioned field(s) is an added advantage.
  • A minimum of six (6) years experience at the Officer Grade or equivalent.
  • Understanding or experiential knowledge of enterprise database environments like SAP BASIS or Oracle DBA/Developer.
  • Familiarity with frameworks such as ISO 2000 or ISO 27001 for IT service management and governance.
  • Knowledge of national e-government policies, digital transformation trends, and public sector modernization agendas.
  • Strategic planning, project management, communication abilities, and personal integrity.
