Role Overview
1. Contribute to the formulation, implementation and review of Information and Communication Technology (ICT) policies and strategies in line with the Ministry’s mandate and national development imperatives. 2. Manage the infrastructure, data hosting environments, and core technical systems that keep the Ministry running. 3. Oversee the deployment, availability, and scaling of cloud-hosted services and on-premises data centers. 4. Manage servers, operating systems, virtualization platforms, and core applications to ensure high uptime. 5. Supervise the implementation of robust data backup procedures and disaster recovery plans to guarantee business continuity during a system failure. 6. Coordinate logical and physical security controls, including user account management, data encryption, and system access logs. 7. Coordinate the development and management of vendor service level agreements. 8. Coordinate research and recommend modern technologies to improve efficiency. 9. Supervise, coach and counsel subordinates.
Requirements & Qualifications
- A Bachelor of Science/Technology in Computer Science, Information Engineering, Information Technology, or Information Systems or equivalent.
- A relevant Master’s degree in the above mentioned field(s) is an added advantage.
- A minimum of 6 (six) experience at an Officer Grade level.
- Familiarity with database management (Oracle, SQL) and enterprise resource systems like SAP BASIS.
- Understanding of cybersecurity protocols, risk mitigation, and frameworks like ITIL, COBIT, or ISO/IEC 20000 standards for IT service management.
- Ability to draft ICT policies, implement cost-effective cloud migrations, and manage public sector digital infrastructure securely.
