CHIEF DIRECTOR: REVENUE AND TAX POLICY

Role Overview

Provide policy advise on taxpayer queries; Provide strategic policy advice on legislative reforms to strengthen revenue mobilization, improve tax administration, address emerging tax policy issues and align with international standards; Provide guidance on interpretation and application of tax legislation; Provide strategic leadership on transfer pricing, base erosion and profit shifting (BEPS), tax avoidance and evasion, illicit financial flows, exchange of information, digital taxation and other emerging international tax issues; Represent Zimbabwe in regional and international forums that include ATAF, SADC, IMF, World Bank and the OECD; Oversee the development of tax policy simulation models and revenue estimation methodologies; Lead national tax gap analysis and domestic resource mobilisation strategy; Provide strategic oversight over the identification, costing, monitoring and evaluation of tax expenditures; Lead the periodic review of tax incentives, exemptions, rebates and concessions to assess their effectiveness, efficiency and fiscal impact; Prepare annual tax expenditure reports for incorporation into the National Budget documentation; Champion the development of an integrated revenue intelligence framework through collaboration with relevant Government agencies and partners to enhance policy analysis and domestic resource mobilisation; Provide strategic oversight on the governance, quality, security, utilisation and sharing of tax and revenue data; Ensure effective implementation of Government policies, Cabinet decisions and audit recommendations; Promote teamwork, innovation, integrity, accountability and a results-oriented organizational culture that supports effective service delivery.

Requirements & Qualifications

  • Possession of a Master's Degree in Economics, Taxation, Public Finance, Fiscal Studies, or related field a must
  • A Bachelor's Degree in Economics, Taxation, Fiscal Studies or a related field
  • Doctoral Degree (PhD) in Economics, Public Finance, Taxation, Fiscal Studies, Public Policy or related discipline
  • • A minimum of ten (10) years relevant experience in taxation, public finance, economics, and fiscal policy or revenue administration or related field
  • At least 2 years’ experience at senior management leadership position, preferably Director level or equivalent grade
  • Demonstrated experience in leading tax policy formulation, reforms, fiscal policy analysis, and institutional transformation programmes
  • Proven experience in development and drafting of tax legislation and regulatory development
  • Experience in international tax negotiations, treaty development, bi and multilateral engagements at regional and international level
  • Proven track record in leading multidisciplinary technical teams
  • Extensive knowledge of the tax system, legislation and international tax frameworks
  • Proficiency in formulating and negotiating tax treaties and agreements to prevent double taxation and promote cross-border trade and investment
  • Advanced skills in designing equitable and growth-oriented tax policies that align with national development goals and global standards
  • Ability to collect, interpret, and apply data that supports informed decision making and drives efficiency in operations and planning
  • Expertise in collaborating across various levels and with external stakeholders to ensure cohesive and coordinated efforts
