Role Overview

Preside over the planning, development, implementation and formulation of policy pertaining to accounting systems, procedures, rules and regulations. Spearhead the reform agenda of public enterprises as well as follow- up on the enforcement of matters raised by the Parliamentary Public Accounts Committee and observations raised by the Auditor-General. Design adequate and effective controls in the public finance management in Central Government, local authorities and State enterprises in line with the current National development policies and programmes. Oversee the maintenance of efficient checks against occurrence of fraud, embezzlement and negligence in connection with public resources. Superintend over the management and control of Government financial reporting systems. Direct the management of the Public Accounts and the custody and safety of public moneys, securities, negotiable instruments and financial statements. Co-ordinate the consolidation of reports for the Central Government; and appraisal and review of the financials of State Owned Enterprises. Preside over the preparation of special financial reports through collection, analysis and summarizing account information and trends.

Requirements & Qualifications

A certified Chartered Accountant
A registered Public Accountant or Auditor in terms of Public Accountants and Auditors’ Act (Chapter 27:12) for a period not less than five years.
A relevant higher degree and PhD will be an added advantage.
At least 12 years of experience in Public Sector Finance, Auditing or in the Banking Sector.
Thorough knowledge of Public Finance and Public Finance Management Systems (PFMS).
An avid reader, able to interpret accounting policies and regulations.
Demonstrate knowledge of the Ministry deliverables in all relevant Government development policies.
Ability to build and maintain customer confidence.
Task/programme management skills.
Ability to work independently and learn about the multidisciplinary issues involved in both the public and private sector.
Experience with the politics of development, donor co-ordination and support to Government.
Proven ability to creatively respond to problems and to mobilise other actors to respond where necessary.
Strong interpersonal and team skills.
Good oral and written communication skills.
Ability to employ Information Communication Technology in Public Accounting and related decision areas.
