Role Overview
1. Inspecting service delivery in Ministries, Department & Agencies (MDAs), and the Public Service Commission (PSC) in terms of efficiency and effectiveness.
2. Validating Government projects and programmes projects with a view to recommending interventions for implementation improvement.
3. Conducting periodic inspections of Government resources, assets and facilities to ensure proper utilization, maintenance and reporting maladministration to the relevant authorities.
4. Inspecting compliance and adherence to Government statutes, policies, circulars and directives by MDAs and recommending appropriate action where non-compliance is detected.
5. Carrying out systems audits on operations in MDAs and the Public Service Commission inorder to align processes to economy, efficiency and effectiveness.
6. Conducting investigations on complaints raised by the citizenry and stakeholders against members in MDAs and the PSC.
7. Inspecting and assessing the culture of client readiness, responsiveness and accountability throughout the public service.
8. Investigating cases of corruption, violation of policies, statues and regulations in MDAs and the PSC.
9. Advising the MDAs and PSC on performance and policy gaps and proposing appropriate recommendations for redress.
10. Conducting Personnel Performance System validation in MDAs and PSC in conjunction with the Performance Management Unit.
Requirements & Qualifications
- • At least a Bachelor’s Degree in Monitoring and Evaluation, Project Management, Performance Management, Economics or related discipline. • A Masters’ Degree in the above-mentioned field(s) is an added advantage. • A minimum of two (2) years of relevant professional experience. • Proven experience in a compliance monitoring position in the Public or Private Sector is an added advantage. • Knowledge of systems for internal control. • Appreciation of quantitative and qualitative research and analytical methods. • Proficiency with data collection, management, analysis and visualization software, including MS Excel, Open Data Kit and SPSS. • Ability to conduct investigations, including knowledge of generally acceptable investigative practices and interviewing techniques. • Good analytical and organizational skills and ability to multitask.
