Role Overview

The incumbent will report to Director, Procurement and will be responsible for coordinating the procurement activities of the Ministry, provide work requirements technical guidance in and methods, manage the preparation of bidding documents in compliance with the Public Procurement and Disposal of Public Assets Act, supervise the preparation of bidding notices and shortlists, manage bidding processes including pre-bid meetings, clarifications and the receipt and opening of bids, supervise the Ministry’s Evaluation Committee in accordance with the Public Procurement and Disposal of Public Assets Act and manage the evaluation of bids and any post-qualification negotiations.

Requirements & Qualifications

A degree in Procurement and Supply Chain Management / Purchasing and Supply or equivalent
A relevant Master’s degree or a Chartered Institute of Purchasing and Supply (CIPS) graduate Diploma is an added advantage
A minimum of six (6) years experience as a Procurement Officer or equivalent grade in the Public Sector
A thorough understanding of the Public Procurement and Disposal of Public Assets Act and its attendant statutes
Strong negotiation and communication skills
Ability to write procurement policies and procedures
Ability to make sound and good judgment
Excellent management and supervisory skills
Excellent computer skills including SAP
Must be a good team leader
