Role Overview
Spearhead the development, implementation and review of the mining development, research and beneficiation policies in line with the Ministry’s mandate, strategic plan and national development imperatives.; Initiate and support programmes that promote beneficiation and value addition of minerals as well as investment in the mining industry from both local and foreign investors.; Provide expert guidance on the sustainable use of strategic and energy minerals as well as metallic and industrial resources in line with existing policies and guidelines, regional and international standards.; Oversee the uptake of mineral research and innovation for mining development, research and beneficiation programmes.; Lead in the development of frameworks to monitor and analyse performance and state of the mining industry with a view to generate intelligence information.; Oversee the development of strategies to encourage the transformation of small-scale mining into medium and large scale mining enterprises.; Superintend over the monitoring of imports of mineral bearing products brought into the country for processing and eventual re-export to support industrial development.; Maintain up to date information on the current and potential of all mineral deposits.; Provide oversight on the the performance of mining Parastatals and State Enterprises.; Superintend over the development of budgets and funding strategies for the Department.; Superintend over the establishment and management of an integrated database on mining development, research and beneficiation programmes to inform decision making.; Supervise, coach and counsel subordinates.
Requirements & Qualifications
- A Masters degree in Mining Engineering, Geological Survey, Metallurgy or equivalent is a pre-requisite.
- A higher qualification is an added advantage.
- Certification by a professional body is a must.
- At least ten (10) years experience, of which two (2) years must be in the Director or equivalent grade.
- Thorough understanding of national development imperatives.
- Strong grasp of mining policies, laws, and frameworks, both locally and internationally.
- Profound knowledge of mineral processing techniques and innovative technologies to support cutting-edge research and development in the sector.
- Mastery in the development of strategies and technologies for optimizing the value chain, from raw mineral extraction to final product development.
- Familiarity with national and international standards for mineral research, processing, and exportation.
- Expertise in designing environmentally and socially sustainable mining research and processing programs. • Proficiency in evaluating the economic, environmental, and social impacts of proposed mining activities.
