DISTRICT DEVELOPMENT OFFICER

Role Overview
Oversee the implementation, coordination, monitoring and evaluation of Ministry policies, projects and programmes at District level; Develop, implement and review District annual strategic plans; Coordinate the community needs assessments and recommended intervention strategies to the Provincial Head; Develop focused projects and public campaigns in line with national development imperatives such as National Development Strategy (NDS), Devolution and Vision 2030; Liaise with stakeholders such as Government Departments, Parastatals, Local Authorities and Non Governmental Organizations (NGOs) to support youth empowerment through participation in sport, arts and recreation at District level; Monitor and evaluate the implementation of Government and stakeholder efforts into youth empowerment, development and vocational training programmes at District level; Maintain appropriate working relationships with key external stakeholders to create Public Private Partnerships (PPPs) for the benefit of the District; Coordinate the recruitment, retention and training of volunteer youth empowerment, development and vocational training workers; Provide guidance on the role of the Ministry in supporting and ensuring best practice to community organizations and stakeholders; Prepare estimates of expenditure for the District; Prepare and submit monthly, quarterly and annual progress-performance reports to the Provincial Head; Represent the Ministry at District level; Manage the human and material resources allocated to the District
Requirements & Qualifications
- A first degree in Social Sciences, Development Studies, Business Administration or equivalent
- A relevant Masters degree in the above mentioned field(s) is an added advantage
- Should have served at least two (2) years in the Principal Administrative Officer grade or equivalent
- Should be conversant with current youth empowerment, development and vocational training issues
- Excellent verbal and writing skills
- Excellent organizing skills
- Ability to work under pressure
- Ability to use information communication technologies in the designing, implementation and review of youth empowerment, development and vocational training programmes and related decision areas.
