Role Overview
Contribute in the formulation, implementation and review of water resources planning and development policies, regulations and strategies in line with the Water Act, Ministry’s strategic plan as well as national development aspirations; Recommend policy review to conform to bilateral, regional and international water agreements; Coordinate water resources infrastructural development (water supply infrastructure, wastewater and sewerage infrastructure, dams etc.) in the country; Supervise and monitor the design and construction of medium to large size dams in the country according to national and international approved engineering standards; Coordinate the preparation of medium to long term water development projects and programmes and carry out feasibility studies; Engage with the Water Authority, catchment Councils, Local Authorities, relevant Line Ministries and other stakeholders in water resources planning and development; Negotiate agreements for partnership with other stakeholders through Private Public Partnerships in the development of water infrastructure; Manage the implementation of development programmes and quality assurance measures for raw and treated water development and utilisation; Review and evaluate designs for water retention facilities, storm drains, flood control facilities, or other hydraulic structures; Contribute to the development of budgets and funding strategies/models for water resources planning and development; Provide relevant technical input into the procurement of equipment, services and materials for water development projects; Coordinate the production of reports on the state of water development and utilisation in the country; Supervise, coach and counsel subordinates.
Requirements & Qualifications
- A BSc degree in Civil Engineering / Hydrology/ Hydrogeology or equivalent
- A Master’s degree in the above field will be an added advantage
- Certification and/or licensing with a relevant professional accrediting organization will be a distinct advantage
- At least six (6) years relevant experience in the water resources planning and development sector
- Familiarity with national, regional and international water, sanitation and hygiene policies and regulatory frameworks
- In depth knowledge of water systems, including surface and groundwater dynamics
- Advanced skills in using Geographic Information System (GIS) and remote sensing for water resource mapping and analysis
- Expertise in managing water resources holistically to balance social, economic, and environmental needs
- Ability to communicate and network with a broad spectrum of stakeholders
- Ability to employ information communication technology in the design, and monitoring of water resources development and utilisation programmes.
