Deputy Director, Business Development

Role Overview

Contribute to the formulation, implementation, and review of business development policies aimed at attracting investment into the tourism and hospitality sector.; Develop and implement engagement strategies to foster strategic partnerships with internal and external stakeholders.; Supervise the establishment and management of partnership arrangements and linkages with potential funders, including government entities, private sector organisations, institutions, and associations.; Coordinate research, identification, and promotion of new investment opportunities, as well as the appraisal of tourism development and facilitation investments.; Ensure effective contract management, donor compliance, and timely preparation of reports.; Liaise with programme departments in organising and conducting meetings with prospective high-potential funders.; Monitor fundraising activities in collaboration with user departments to ensure effectiveness and alignment with organisational objectives.; Organise business development training and mentorship programmes for Business Development Officers and other internal staff members. Supervise, coach, mentor, and provide guidance to subordinate staff.

Requirements & Qualifications

  • A first degree in Business Administration, Management, Marketing, Commerce, Economics, or an equivalent qualification.
  • A relevant Master’s degree will be an added advantage.
  • A minimum of six (6) years’ experience at Officer level or in an equivalent position.
  • Strong understanding of the Ministry’s policies, priorities, and strategic objectives.
  • Sound knowledge of ministerial functions and Government operations.
  • Understanding of national and international tourism policies, frameworks, and regulations to ensure that development initiatives align with broader sectoral goals.
  • Proven ability to analyse tourism trends, consumer behaviour, and market demands in order to identify growth opportunities within the sector.
  • Skills in the creation, design, and enhancement of tourism products and packages that appeal to both domestic and international markets.
  • Strong supervisory and management skills.
  • Excellent communication, interpersonal, and networking skills.
  • Strategic planning and project management competencies.
  • Familiarity with digital marketing tools, e-commerce platforms, and Customer Relationship Management (CRM) systems to support tourism business development initiatives.
