Deputy Director, Performance Management and Training

Role Overview
Coordinate the implementation and evaluation of performance management systems and training programs in line with the Ministry's Mandate and National Development Imperatives; Contribute to the development of performance management and training initiatives in line with the Ministry's strategic plan; Develop strategies to address performance gaps and identify areas for improvement; Manage the evaluation of individual performance through performance appraisals, feedback mechanisms, and performance improvement plans; Produce training instruments for human resources inventories and introduce systems for managing the training function; Coordinate the designing of training curricula and select appropriate training methods; Coordinate the collection and dissemination of training information to ensure members have knowledge of training and development events and resources; Coordinate training programmes/workshops for Ministry staff; Evaluate training effectiveness and provide recommendations for improvement; Develop a training programs database for the Ministry; Supervise, coach and counsel subordinates.
Requirements & Qualifications
- A Degree in Human Resources Management / Occupational/ Organisational Psychology/ Social Science degree with a bias in Performance Management and Training.
- A relevant Masters degree in the aforementioned field(s) is an added advantage.
- At least six (6) years experience at Officer Level or equivalent.
- Experience in performance management, training and development preferably in a government or public sector setting.
- Thorough understanding of performance management principles, methodologies, and best practices such as Integrated Results Based Management (IRBM).
- Experience in designing and implementing training programs, including needs assessment, curriculum development, and evaluation.
- Knowledge of applicable laws, regulations, and policies related to performance management and training.
- Analytical and problem-solving skills.
- Communication and presentation skills, with the ability to convey information effectively to diverse audiences.
- Demonstrated leadership abilities, including the capacity to motivate and inspire a team.
- Ability to employ Information Communication Technologies (ICTs) in performance management and training programmes and related decision areas.
