Chief Director, Performance Management

Role Overview

Spearhead the formulation of policies and programmes that are directed at improving Public Sector performance and delivery of quality services; Superintend over the implementation of Results Based Management across the public sector; Recommend policies and programmes that set the framework for the re-engineering of business processes across the public sector; Spearhead the formulation and implementation of capacity building programmes as part of the transformative agenda and institutionalization of Results Based Management system and effective performance management across the public sector; Oversee the performance of Ministries through Performance Contracts in line with the economic blue prints such as Vision 2030 and National Development Strategy 2; Recommend organizational reviews and assist with the implementation of management systems and techniques towards the improvement of total quality service and productivity. 7. Superintend over the design and development of Public Sector results based measurement instruments across the Public Sector for improved performance and quality service delivery. 8. Supervise, coach and counsel subordinates.

Requirements & Qualifications

  • A Masters degree in Economics, Business Studies, Human Resources, Training ,Political Science, Public Administration ,Public Policy, Development Studies, Sociology or equivalent
  • A relevant higher qualification is an added advantage
  • A minimum of ten (10) years’ experience, of which two (2) years’ experience must be at Director Grade in the Public Service or equivalent
  • Proficiency in designing, implementing, and overseeing performance management systems for public entities, ensuring alignment with national objectives
  • In-depth knowledge of performance contracts, including their structure, objectives, and key performance indicators (KPIs)
  • Expertise in developing and delivering training programs for Senior Public Officials, equipping them to monitor and evaluate performance effectively
  • Thorough understanding of governance policies, statutory obligations, and best practices for public entity oversight
  • Competence in analysing performance data, generating reports, and advising on strategies to enhance public entity outcomes
  • Advanced knowledge of inter-departmental coordination techniques to streamline information sharing and decision-making processes
  • Interpersonal skills and experience in research work
  • Extensive Programme Management Experience
  • Ability to employ ICTs in performance management programmes and related decision areas.
